Sunject: The Arrest of CNA man
Dear Brothren,
The FPH arrested Lal Ram Cuan (Tlang Khua) at Zathlir Village. He was sent by CNA with M16 gun and bombs to kill the FHP leaders. He was brought to Falam on Noverber 18 and was transferred to Hakha on Nov 19.
This man shot Lungpi Village head, Pu Ngun Bik but missed that Pu Ngun Bik escaped. Wherever he went, he by force collected money from villages of the Falam district.
Although this man came to kill the FHP leaders, he was not killed but transferred to the authority and the FHP requested to the authority that this man should not be killed. The FHP demonstrated that Chin and Chin sbould never kill each other.
Although we deeply regret about the incident, We would like to announce that we will continue to defence the interest of the public without any hisistancy.

*Lal Ram Cuan and CAN*
In our letter of Nov 21, 2007, we announced that Lal Ram Cuan was sent by CNA and the recent was as follows:
Lal Ram Cuan himself made a statement that he was sent to kill the former Lungpi Village head Pu Ngun Bik and the head of Tibual Police station. Previously, Pu Nung Bik refused to give money to the CNF/A and he was severely tortured the CNF/A nearby the Thlanrawn Village. After torturing severely, the CNF/A sent again Lal Ram Cuan who shot Pu Ngun Bik two times to kill him but missed him, we confirmed that Lal Ram Cuan was sent by the CNF/A. Moreover, Lal Ram Cuan intended to go to Falam from Zathlir that it is clear that he had a mission to accomplish. Having considered all those facts, he can not be simply ignored as mentally disturbed and confirmed that he was sent by the CNF/A to kill the FHP leaders with is M16 gun and bombs.
In the letter of CNF/A Pub & Information Secretary Pu Thet Ni to Dr. Pa Sang, the CNF/A stated that Lal Ram Cuan was ordered for arrest. But why we were informed this information only after the FHP arrested him that none from the Falam district was informed about the CNF/A’s order for Lal Ram Cuan’s arrest.
*FHP Stance*
We, the FHP, will continue to do, arresting anyone who interrupted public life, make problems to destroy public interest, disturbs ignocent vilicians, and handover to the authority. In any place, this is the rights and civic duty of the general public to defense the peaceful lives and existence of the people. As we do not have authority to put anyone in jail or torture, we can only hand over to the authority for necessary action. At the same time, when any criminal is at the hand of the authority, everyone has rights to appeal not to execute such criminals. Therefore, the FHP also submitted an appeal to Myone, Khazaing, Pyine and Nayphidaw to not execute Lal Ram Cuan.
